Lisa Wolford
Lisa Wolford, President and CEO

Lisa is many things…a visionary entrepreneur, Marine Corps veteran, a fighter, an innovator, a dedicated patriot. Above all else, she is a leader.

Lisa founded Constellation West in 1997 after serving in the Marine Corps, earning a business degree, and starting a family. Since then, she has grown the company into a multi-million dollar IT engineering powerhouse, with nearly 200 employees across 20 states. Today, she is an award-winning business leader, who has been recognized not only for her business success, but also for her dedication to supporting our nation’s veterans.

Lisa began her service to country when she joined the Marine Corps in 1981 and was honorably discharged in 1985, having attained the rank of Corporal. While in the Corps, she initially worked in Communications as a Field Radio Operator, later moving to the Battalion level working as Unit Diary Clerk before being promoted to Assistant Unit Diary Chief.

After graduating from the University of Nebraska at Omaha magna cum laude with a Bachelor of Science Degree in Business Administration and a triple specialization in Management Information Systems, Accounting and Japanese Strategic Information Systems, Lisa served as a consultant on engagements such as information and technology project management, methodology implementation, architectural and software design, development, and testing.

She founded Constellation West, focusing primarily on delivering IT solutions for the commercial marketplace, including Ameritrade, Blue Cross/Blue Shield, Commercial Federal, Computer Sciences Corporation, ConAgra, First Data Resources, HDR, Honeywell, InfoUSA, State of Nebraska, Pamida, Raytheon, The Interpublic Group, and Union Pacific Railroad.

In 2001, Lisa extended her service to country by steering Constellation West into the federal marketplace, landing contracts with agencies such as the Centers for Medicare and Medicaid Services (CMS), the U.S. Strategic Command, Air Force Weather Agency, the National Aeronautics and Space Administration, and the Department of Veterans Affairs. Today, 100 percent of the company’s business comes from federal contracts.

The U.S. Small Business Administration recognized Lisa for her active support boosting opportunities for veterans in business and advocating for special consideration for veteran-owned small businesses in government.

Strongly committed to supporting America’s veterans, Lisa currently serves as a board member for At Ease, an organization that provides free or reduced fee PTSD treatment for veterans and their families, and is a past board member of Task Force for Veterans Entrepreneurship, and the National Association of Veteran Owned Businesses Association (NaVOBA). Lisa has been a guest speaker at many veteran-focused programs and events, like “Boots to Business”, a training program developed to introduce and train transitioning service members to business ownership. She actively mentors SDVOSB and WOSB firms.

 

James Freeman
James Freeman, Senior Vice President - Corporate Services      top

James came to Constellation West in 2010 bringing more than 25 years of finance, information systems, and consulting experience. He is charged with responsibility for all financial functions and oversees all revenues, costs, capital expenditures, investments, contracts, strategic financial planning, and 401(k) management, and is the primary liaison with the external tax and audit entities. Additionally, James is accountable for strategic planning, human resources, and the Win Center.

Prior to joining Constellation West, James served as the CFO for a regional engineering consulting firm and also served as a Consulting Manager for Deloitte, LLP. Throughout his career James has held various financial leadership positions, including directors of accounting and financial reporting and analysis for national life and health insurers.

He received a Bachelor of Science Degree in Business Administration from the University of Nebraska in Lincoln, Nebraska.

In community service, James previously served as Vice Chair of New Community Development Corporation (NCDC) a non-profit, economic development-focused organization. He also serves his country as a member of the U.S. Army Reserves in logistics.

 

Joel Merriman
Joel Merriman, Senior Vice President      top

Joel joined Constellation West in 2008 as a Director of Business Development and was promoted to Vice President in April 2009 and Senior Vice President in 2012. He led a team of business development professionals who grew the company 171% over a three-year period. Responsibilities include capture and proposal determination, management of a dozen senior directors, directors, and associate directors and support staff associated with business development, as well as marketing, customer and teammate interface, and training.

With the rapid growth of Constellation West, additional duties include account and program management for Department of Defense, Intelligence Community, and certain federal civilian agencies. Program management and account management responsibilities include contracting officer and contracting officer representative engagement, product and service deliverables, financial profit, and management of personnel. He oversees the efforts of nearly 100 personnel across the nation. As a member of the executive team, he reports directly to the President and Chief Executive Officer and sets strategy and direction of the future of the company.

Prior to joining Constellation West, Joel was an Executive Advisor and a Director of Intelligence, Surveillance, Reconnaissance for TASC, Inc., and Northrop Grumman. He helped grow TASC’s Omaha office from three people to over 150 employees in five years. Areas of concentration included United States Strategic Command, where he was part of the new command development, and technology development as the Principal Investigator of the Task Synchronization Matrix.

Joel brings a complete range and depth of business acumen in government, private, and personal commerce; business development and operations for multi-million dollar business unit in numerous industry domains; created multiple company teams resulting in successful business pursuits; designed business campaign demonstrations, authored business capture processes and methods, led strategic initiatives; developed company relationships with federal, state, and academia leadership.

Joel holds a Bachelor of Arts Degree from the University of Nebraska - Lincoln and a Master's Degree in Business and Public Administration from Webster University in St. Louis, MO.

 

Raymond C. Tye
Raymond C. Tye, Senior Vice President      top

As Senior Vice President, Ray has responsibility for Constellation West day-to-day operations and government markets in the Washington, DC office, and supports Constellation West’s overall business strategy development and implementation. Ray brings more than 25 years of experience in integrating operational excellence with business development to deliver revenue growth, client satisfaction, and bottom-line results.

Ray’s career includes senior leadership positions ranging from large Fortune 100 companies to government agencies to startups. Highlights include serving as Vice President at USIS from 2010 to 2011, where he served as the Vice President of the National Security Solutions business unit. In this transformational leadership role, he was responsible for delivering a wide range of security, technical and analytical solutions, and business operations support to the Intelligence Community, Homeland Security, and other federal agencies.

Prior to joining USIS, Ray served as a Principal at Booz Allen Hamilton, where he provided security solutions support for a number of federal agencies. He was responsible for developing and implementing strategic plans, identifying mission-critical functions, and providing program support for government and commercial accounts, with a focus on the development, convergence and integration of IT security, cybersecurity, physical security, and privacy solutions.

Ray holds a Master’s Degree in Business Administration from Texas State University, and a Bachelor’s degree in Business Administration from the University of Texas Business Honors Program. He is a Certified Information Security Manager (CISM), granted by the Information Systems Audit and Control Association (ISACA)..

A veteran of the United States Marine Corps, Ray enlisted in 1973, was commissioned as an Officer of Marines in 1981, and retired in 2000.
